Minutes of the General Membership Meeting

January 11, 2005

GREETINGS

 

OLD BUSINESS:  President commented on Ivan’s impact on our area, and the subsequent absence of meetings.

 

GUEST SPEAKER:  Dennis North representing Santa Rosa Sheriff’s Office, Crime Prevention Program. Mr. North delivered a compelling presentation that included statistics for our area, and numerous recommendations to reduce or prevent crimes of all nature. At conclusion of presentation, Mr. North solicited questions. When asked about getting speed control devices, the portable radar display, or speed bumps, Mr. North indicated that citizens must be persistent when applying for such items. The more persistent, the greater the chance of success.  Mr. North was asked what could be done about non licensed dirt bikes, mini cycles and four wheelers that seem to be growing in numbers. Of special concern were two or three very young children riding the mini cycles. On more than one occasion, these children, who are not supervised, came close to being run over by vehicles.  Mr. North encouraged those who witness these events should immediate call Dispatch, at 983-1191, 1192, or 1193. Any motorized vehicle that is unlicensed cannot be driven on county maintained roads, including roads in Robledal. Further, no child under 16 may operate any of these motorized bikes without a helmet. Riders must have a valid license, the vehicle must be registered with a tag, and have proof of insurance. All other operations of these unlicensed motorized vehicles are a violation of county and state law. Discussed collect phone calls from prisoners; do accept charges, never. Whenever 9-1-1 is called, even by accident, and even if you call to tell them it was an accident, an officer will respond to your house. Charity collectors at intersections are now in violation of the law. State Attorney General says they cannot do this anymore. Member cited case of children smoking in the woods near her house, and is concerned about a potential fire. North recommend she contact the Fire Marshal. He may have interest in following this. When you are away on vacation, advise dispatch. They will arrange for deputy checks on your house. North advised everyone to lock your cars even when parked in your own driveway.

TREASURES REPORT:  General Account Balance $2,192.86, Plus funds deposited for the Robledal Sign Project, $11,840.00, and funds deposited for the Oakhaven sign Project, $ 1,550.00. Gross Balance $15,492.80.  Disbursed total $ 2,908.05 (detailed report attached to original minutes).  Closing date: January 11, 2005.

NEW BUSINESS AND GENERAL DISCUSSION

 

Entry Way Committee:  (Jerry Merritt-Chair)  Chair reports that since project start April/May last year, about 14 residents canvassed our area to raise the money. (Full details can be read on our web site). County approval has finally been received; water well installation will soon be underway, sign placement has been moved out in such a manner that private property issues are now gone. RELA committed to take over permanent maintenance and up keep of the sign once completed. Recommended that Association consider making dues mandatory. Jerry went on to highlight the benefits of our excellent web site www.bsc.net/robledal.  Jerry explained the spam block issue with some email addresses. He encourages everyone in Robledal and Oakhaven, who have email, to provide your address for urgent and emergency announcements, and other important information that impact everyone. President: we need help on publishing the Newsletter. Any volunteer please advise. Larry delivered his last commentary as President of RELA. He spoke not only for himself, but also for Treasurer Ernie Brousseau, whose term has also ended. He hoped that his efforts were productive and helpful in the advancement of the organization. The membership confirmed that fact. Ernie gave an update on issues in UPA. He also commented that someone needs to be attending these meetings, and you do not have to be a board member to do so. UPA provides an excellent look ahead at projects, and issues throughout our area and beyond.  UPA is a very powerful organization with the local and state government. A member reminded everyone that there is interest in organizing a massive Robledal community yard sale in the spring. Larry advised that efforts to modify and renew the covenants need to start now. The renewal date is only a year or so away. Member asked about lake wo-be-gone, Larry highlighted details from last meeting. No new information. Member agreed that RELA needs to become a much stronger organization, and that mandatory dues was certainly the key to having the resources to meet some of the challenges of the future. General Comment: most complaints about RELA are from those who are not members. At some point in the future, need to discuss contingency when an event like Ivan strikes. Those staying could well help to protect other residents’ property in their absence.

 

A motion was made to advance the nomination of Cindy Fell and Butch Green to be elected to the Board of Directors. A second was received. The President asked for a show of hands of those members present, the Yeas were unanimous. Both were elected to a two-year term. Board members are to meet in the weeks ahead to establish the leadership.

TREASURES REPORT:  General Account Balance $2,717.36 (*need to confirm with Treasurer, note taker may not have transcribed correctly).  Accounts payable:  $35.00 electric bill for lighting.  Membership checks beginning to come in, no firm figures yet available.

 

COMMITTEE REPORTS

 

Welcoming Committee: (Coleen Reale-Chair): Committee continues to work well, having delivered several packets to new residents. Some difficulty in identifying new arrivals, however, when identified, packets are prepared and delivered. Chair asks all residents to notify her when they know of new arrivals.

Crime Watch: No Report  (Member comments: Past several break-ins involving teens; new concerns over security since there are a number of contractors and workers in our area. All requested to keep their eyes open)

NEW BUSINESS AND GENERAL DISCUSSION

 

The President reports that representatives from the Estate of Carl Bernard (founder of Robledal Estates) offered lake & land to RELA as donation. RELA Board researched issue and offer and declined due to liability, insurance and long term upgrade and maintenance issues. Suggested that offer be made to Santa Rosa County.

 

The President reported that Board Member Bill Ellis has moved away, Treasurer Ernie Brousseau will be ending his term, and the President will be ending his term.  The organization needs to identify members to fill these current and approaching vacancies. (Three positions).

 

The President solicited assistance in helping correct the apathy in our organization. He commented that the Board had been discussing the possibility that RELA may have to become mandatory, due to the apathy in the community. He stressed that the future and success of a member friendly and effective body depends on active membership. There have been past negative issues, but since the revival of a past dormant organization, RELA looks to the future with positive collaboration among all members. He encouraged active participation. He reported that direct mailing of the newsletter had early signs of assisting in building the organization.  The President encouraged broad based community activities such as block yard sales, picnics and other social opportunities. Neighbors meeting neighbors. The President cautioned that a number of issues will require a strong organization if our voice is to be heard with elected officials. They include: Expansion to Four lanes of SR 399,  Water line upgrades, mandatory hook-ups to county sewer and subsequent costs of closing septic systems, lighting, speeding, to name a few. Many voices have power.

 

Entry Way Committee:  (Jeannie Merritt-Chair)  Chair reports that there is a great deal of “grass roots” excitement in developing plans, soliciting support and erecting new and improved entry way signs at the main Robledal entrance and the entrance at Oak Haven. She reports that Contractor Walkup has agreed to work with the committee, in providing professional support and some materials (Walkup owns the land on which a portion of the main sign presently resides). Walkup also agreed to work with the committee on providing water and power for the new sign. Her early estimate on construction costs appear to be in the $3K to $5K area. She proposed several methods to raise the funds to accomplish this project: Community yard sale, perhaps in April (17th or 24th) with residents agreeing to donate funds, or a portion of sale funds to the Entry Way Project. This event could culminate with a party at the end. A member asked for a show of hands of who would have interest in making a cash donation to the sign project:  (Above $100) one or two hands;  ($100) a number of hands (less than $100) one or two hands.

QUESTION: How do you make membership mandatory?

COMMENT: A redraft of the covenants, and approved by 2/3 of residents.

 

QUESTION: How many people want additional street lighting in Robledal?

COMMENT:  A number voiced opposition to additional lighting; we enjoy the lighting the way it is; additional lighting causes problems for those of us who enjoy astronomy

 

COMMENT: Brush clean-up by the lake will be next Saturday, come on down and help

 

COMMENT: A bunch of people seem to think we (RELA) don’t do anything.

RESPONSE: Yes, we had a period where the organization was dormant, bills were not paid, mail was never checked, but we have made a lot of progress in bringing RELA back from this period. The sad part is that many remember the troubles of the past, and the past leadership. Since Larry stepped up, we are progressing.

 

QUESTION: What happened to the Deputy Sheriff in our area?

RESPONSE: Don’t know. He attended a few meeting ago, but has not returned.

COMMENT: Other subdivisions have good deputy coverage, like Spanish Trails, especially in catching speeders.

RESPONSE: Other associations have good membership, they speak with one voice. This is why we need to do better on membership and participation. They have the voices, we do not.

 

COMMENT:  We may want to become a gated community.

 

COMMENT: Do you know that 20 to 25 percent of the water front properties are not a part of Robledal?

 

QUESTION: Have we ever done a door-to-door to drum up membership?

RESPONSE: Yes, but with mixed results

 

COMMENT: These mailings are expensive, but EMAIL is cheap. We need to really push using email and the web page.

RESPONSE: (General agreement to the comment)

 

COMMENT:  Nancy Davis will be leaving. We will need help on publishing the Newsletter.

 

ISSUE:  Underbrush causing a danger at the stop sign at the entrance. Member offered to clean underbrush if permission could be obtained from owner; attempts have been made to contact owner. Moving stop sign forward may be an option.

 

QUESTION: Can we get more slow down signs?

RESPONSE: Yes, but the county charges for these signs.

 

COMMENT: I’ve been here for about 8 months, and I propose that the RELA stay away from the usual home owners association stuff and stick with improvements, community related stuff, things that will increase the value of our property.

RESPONSE: General agreement

 

COMMENT:  If everyone will provide their email address, we can set up group mailings to keep everyone informed about projects and progress. W can do this very quickly.  All future Newsletters will be on the web page.

 

COMMENT: Not everyone has email

RESPONSE: If those who do not will let us know, we will make sure they get a printed copy.
